Floodplain Requirements If the property is located within the 100 year floodplain, a Elevation Certificate is required at the time of permit application. Kent County Code Article XXIV requires: 1. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding. 2.
