Net Excess Generation Notes
  • The billing period to be used will be the same as the ordinary rate schedules. When the electricity supplied by the Association is greater than the electricity generated by the member-generator, the Association will bill the member-generator for the electricity consumed under the terms of the applicable rate schedule. When the electricity generated by the member-generator is more than that consumed, the member-generator is required to pay only the minimums and customer charges. The Association shall provide a credit for excess generation to the member-generator equal to the Association's average cost of energy from the preceding calendar year. Depending on the rate class any unused credit balance shall be paid monthly or on a calendar year as determined by Highline.
  • Net metering from 25 kW to 100 kW will be considered on a case by case basis by the Highline Board of Directors. The size of the renewable energy generator that will be allowed to interconnect with the Highline distribution system will be based on service capacity size and consumptive usage. The Association shall provide a credit for excess generation to the member-generator on a monthly basis equal to the Association's average cost of energy from our power supplier from the preceding calendar year.
  • Applicable to member-generators who wish to install a renewable resource generator up to 25 kW to offset their own use. Available to member-generators under any rate schedule other than time of use and will be on a first-come, first-served basis until the Association reaches an aggregate installed capacity of 2,000 kW from member-generators.

SLD Reqs

Single-line diagram is required indicating

- The point-of-interconnection

- Size/type/rating of power conversion device (generator, inverter/kW, kVA, etc.)

- Voltage (single-phase or three-phase)

- Frequency

- Size/type/rating of fault interrupting device

- Size/type/rating of a manual disconnecting switch

- Energy source (solar, wind, hydro, diesel, natural gas, propane, fuel oil, etc.) being used.

Electric Service Reqs

- Three-line diagrams (AC) showing the connectivity of relays; and, schematics (DC) indicating tripping schemes for any relays.

- The single- Highline Electric Association Interconnection Standard for Small Generating Facilities No Larger Than 25 kW and 600VAC line meter and relay diagram listing major equipment should be provided to HEA prior to ordering relays.

- The three-line diagrams and DC schematics should be provided before fabricating panels with protective relays. These may come from the manufacturer and need not be re-drawn.

Install Reqs

Please note Interconnection Standard Section 2.5 requires the disconnect switch to be located at any and all points of the interconnection with HEA.

Compiled from public records, 2026. Tariffs and interconnection rules change; verify with HEA - Highline Electric Association before you rely on this. The useful move: if an installer says you need a main panel upgrade, ask how these tap and interconnection policies were considered first.
