If excess electricity generated by the net metering system during a billing period exceeds the electricity supplied by the electric utility during the same billing period, the customer-generator: Shall be billed for the appropriate customer charges for that billing period, in accordance with RCW 80.60.020; and Shall be credited for the excess kilowatt-hours generated during the billing period, with the credit for kilowatt-hours appearing on the bill for the following billing period.

All equipment must be installed to perform under the IEEE 1547 anti-islanding grid profile.

Install Reqs

Follow the Washington State Building Code (most recent edition) and the NEC (most recent edition). All installations require permitting and inspection through the City.


Must have a dedicated lockable disconnect device between the sources of alternating-current or other power conditioning units and the city's distribution system. The disconnect must be accessible to the city at all times and only the citys lock may be used on it.

Customers over current device at the service panel shall be marked to indicate power source and connection to the city's distribution system
